European Customs Advanced Manifest Rule

Entry Summary Declaration

The European Union requires that CSAV Group (the Carrier) lodges the Entry Summary Declaration (ENS) - advanced cargo information - for all goods brought into the customs territory of the Community, either for discharge, in transit or remaining on board (FROB).

The ENS shall be lodged with the customs office of entry under the following conditions and time frames:

  • 24 hours prior loading at the port of loading (long passages)

  • 2 hours prior arrival to the first port of entry within the EU territory (passages of max 24 hours or from ports in the Mediterranean Sea)

CSAV Group has established an average of 12/2 extra hours, respectively, to allow the data processing, data lodge and wait for the authorities' response.

The Customs Office of the first port of entry in the EU, will carry out a security risk assessment whose results are:

  • Authorized to enter the EU: Issuance of a Movement Reference Number (MRN)

  • Denial of entry into the EU: Do Not Load order.
