CSAV informs its clients that Customs of Brazil has begun to apply new documentary regulations for all the import and export cargoes. When coordinating your shipments, it is important to bear in mind the following points, which will be considered compulsory to proceed with them:
- Consignee and Notify information: BsL consigned "to the order" will not be accepted, and the complete information for both parties will be required (full address, telephone, fax, city and contact person). Once all this information is entered in SISCARGA (System of Customs of Brazil), the cargoes will be freed at destination, and if this information is not available, all additional storage costs will be for the account and risk of the cargo.
- Cargo not documented or erroneously documented: In case some of these two situations occur, the cargo will be seized immediately after discharging the vessel. The aforementioned will generate fines (totals to be defined by Customs according to each case), which will be directly transferred to the shipper.
- Shipments of Personal Effects and used Cars: This type of cargo should always be loaded under pre-paid conditions. This rule applies for businesses dedicated to the shipment of these commodities as well as of people.
- Shipments of Dangerous Cargoes: Complete detail will be required of IMO/A, technical name of the product, packing group and all the relevant information for this type of cargo, which should be properly declared in the B/L and in the manifest.
There is also dangerous cargo allowed, restricted and other definitely prohibited to enter Brazil; to obtain more information on shipments of dangerous cargoes, contact your sales executive.
The dangerous cargo considered as prohibited cannot be shipped in transit and/or as transshipment.
- Seawaybill: This type of document is not accepted by Customs of Brazil for import cargoes, therefore bookings requesting Bs/L in this condition will not be accepted.
- Corrections of B/L after the departure of the vessel: Customs of Brazil requires the presentation of all the documentation 5 days (working days) before the ship arrives at a Brazilian port. Therefore, any correction note should be dated before the arrival of the vessel.
- Description of the Goods: It will not be allowed to declare a generic description of the cargo in the B/L , such as: General Goods or Merchandise, F.A.K., General Cargo, generic or miscellaneous names. The number of boxes, packages, units, etc, must be completely described in the B/L and in the manifest.
- Container Seal numbers: All containers, full and empty, must be properly sealed and the numbers of seals must be correctly stated in the documentation. If these are not in compliance, Customs of Brazil can seize, open and inspect the container upon entering the country. Every container, apart from the seals of local authorities of the port of loading, or the shipper’s, must compulsory carry the carrier’s seals, in this case, CSAV.
- CNPJ: All the consignees should have their CNPJ declared, when the companies are Brazilian. The CNPJ and CPF are numbers that identify all companies and people in Brazil. This is compulsory for the Customs of Brazil’s system. (MERCHANTMAN and SISCARGA)
The CNPJ must appear under the name and the direction of the consignee for the cargoes imported to Brazil. This code identifies the merchandise and must be declared in the manifest. This is compulsory for the Systems SUPERVIAS and SISCARGA (which is similar to the USA AMS system)
- The NCM must appear under the description of the goods, under each commodity.
- M3: Since 31 March, all the Bs/L should have the M3 properly declared, both for cargoes destined to Brazilian ports or in transit.
- Temperature: For reefer containers, the configuration of the temperature requested by the shipper should be included in the B/L, such as degrees Celsius or Fahrenheit.

We will appreciate to bear in mind this important information when planning your shipments to Brazil and coordinate the documentary instructions, since every cargo which B/L does not include the aforementioned detailed information, will be at risk of having the cargo seized by the Brazilian customs and incurring in storage expenses and demurrage, which will be the complete responsibility of the shipper and/or consignee.
