In December 2008, we informed about the new Customs rule (10+2+5) for USA Import Cargo and that US Customs Border and Protection (CBP) will commence full enforcement of the regulation on January 26, 2010.
This new regulation requires Importers and Ocean Carriers to submit additional data elements to CBP for shipments into the United States.
Import Security Filing +5
This notice is mainly focused on those shipments consisting entirely of foreign cargo but in transit through the USA.
The five additional data elements for shipments consisting entirely of foreign cargo remaining on board (FROB), intended to be transported in-bond as an immediate exportation (IE), or for transportation and exportation (T&E) are:
- Booking party,
- Foreign port of unloading,
- Place of delivery,
- Ship To party and
- Commodity HTSUS number.
At present, we are transmitting this additional security information to CBP along with the manifest data. So, it is very important that Shippers provide CSAV with these five additional data elements to comply with the ISF-5 regulation.
As you are aware, our booking number is identical to the BL number. So, the submission of the Booking party and Ship to party can be submitted to us at time of booking. The HTSUS number must be submitted at the time of Shipping Instruction submission or before. The other two elements: Port of unloading and Place of delivery are already existing data elements.

US Importers are responsible for the 10 additional data elements which are:
- Manufacturer
- Container stuffing location
- Seller
- Importer Record Numbers
- Consolidator
- Consignee Record Numbers
- Buyer
- Country of origin of goods
- Ship to names and addresses
- Commodity Harmonized Tariff Schedule number.
These data elements must be transmitted by US Importers to USCBP at least 24 hours prior to embarking at Port of Loading.
Import Security Filing +2
The Carrier will submit 2 additional data which are:
- Vessel Stowage Plan (or BAPLIE).
- Container Status Messages.
